Ann Norris – Director

Aruna Care NW Ltd

As one of the founding Directors of Aruna Care NW Ltd, I currently hold the role of Operations Director and Responsible Individual (RI) for our Residential Family Centre (RFC). I am fully committed to overseeing the day-to-day operations and strategic leadership of the service, ensuring a safe, nurturing, and supportive environment in which families can thrive.

I take a hands-on and visible leadership approach, maintaining regular presence within the home while also providing strategic oversight of governance, safeguarding, quality assurance, and regulatory compliance. This dual focus allows me to ensure that practice remains child-centred, evidence-based, and fully aligned with regulatory expectations.

I bring over 12 years’ senior leadership and management experience within services supporting vulnerable children, young people, and families. My professional background includes extensive responsibility for safeguarding, health and safety, governance, policy development, multi-agency working, and quality assurance. I have a strong understanding of the regulatory framework and the statutory duties of the Responsible Individual in ensuring that services are well-led, compliant, and focused on achieving positive outcomes for children.

In addition, I have 17 years’ experience working within a charity in Knowsley, where I dedicated my career to supporting vulnerable families—particularly young parents requiring guidance in parenting skills, independent living, and financial management. I take great pride in having played a significant role in helping families remain together safely, ensuring that parents are equipped with the skills and support needed to meet their children’s needs. I firmly believe that, with the right environment, guidance, and professional support, parents can succeed and maintain stable family units.

Establishing the Residential Family Centre has been a long-term professional goal of mine. I have been centrally involved in the development and operational readiness of the service, including leading on policies, procedures, safeguarding frameworks, and preparation for Ofsted registration. I continue to provide ongoing oversight of the day-to-day running of the centre and work closely with the Registered Manager to monitor practice, performance, and compliance. I offer both professional support and appropriate challenge to ensure accountability and continuous improvement.

Led day-to-day by our experienced management team, Mary and Nicola, Aruna Care Residential Family Centre provides a structured and supportive environment for parents undergoing assessment. Our in-house parenting assessments are delivered by two qualified social workers, supported by a dedicated team of fully qualified practitioners. Together, we support parents to develop the skills and confidence required to meet their child’s needs, including managing household budgets, preparing nutritious meals, maintaining routines, and navigating housing, benefits, and debt advice.

We are also proud to offer therapeutic input through our highly experienced counsellor, Wal, who provides one-to-one support addressing a range of needs, including substance misuse, childhood trauma, emotional well-being, and mental health challenges. This holistic approach ensures that assessments are balanced, fair, and focused on long-term family stability.

Alongside my role at Aruna Care, I am also the Operations Director and an active practitioner at Merseyside Housing & Debt Advice CIC, where I hold safeguarding responsibility and manage complex cases involving vulnerable families. This role requires regular attendance at multi-agency strategy meetings with children’s social care and partner agencies, and I am confident in professionally challenging other organisations where required to safeguard children and promote accountability. This experience further strengthens my ability to fulfil the Responsible Individual role with confidence, authority, and integrity.

My leadership style is both strategic and hands-on. I am committed to reflective practice, transparency, and partnership working. As Responsible Individual, I ensure that safeguarding is robust and effective, concerns are escalated appropriately, risks are managed in line with statutory guidance, and that training, supervision, and appraisal systems are embedded in practice.

At Aruna Care Residential Family Centre, I am committed to providing consistent oversight, clear leadership, and a strong safeguarding culture. I will continue to ensure that the Registered Manager is appropriately supported and challenged, that regulatory requirements are fully met, and that the welfare and safety of children remain central to all decision-making. Our aim is to deliver high-quality, safe, and effective assessments that give families the best possible opportunity to build a stable and positive future together
